(You might not get that impression if you are listening to divisive types like Dick Cheney or John Bolton, but you certainly would with Condoleeza Rice or Colin Powell or our current Secretary of Defense Robert Gates.) And that means there are a lot of opportunities for consensus solutions to foreign policy, and possibly other political problems.
